Halloran’s delivery of this is in direct response to the Donner Party, cannibalism, and the fears that being this far away will bring up.
The Boulder Kitchen has a wall tapestry that shows an abundance of foods, so this speaks to the wealth of resources known to the wealthy and treated as a dream by “regular folks”.
It’s also a “Not this reason” for the sense of doom you’re experiencing as the film builds.

Nothing but a Kitchen
In No.16, Halloran tells Wendy the enormous room is still only a kitchen, with equipment she may never need to touch, and reassures her that she will not have to worry about food. Her response is that she would not know what to do with it. The return to this supposedly familiar domestic space reveals the danger those reassurances do not address. Food is plentiful; safety is not assured.
