Shown in the West Wing Living Quarters in framed photos and fake butterflies and flowers in a vase on the vanity, butterflies can mean a few things.
1) Butterflies are often associated with transformation
2) Euphemistically, “butterflies” often refers to a nervous sensation in the stomach, or a feeling of nervousness in general. Based on the scenes that take place within The West Wing Living Quarters/Bedroom, it could easily be this.
3) Fanciful/fantasy. A feminine motif that combined with the flowers can speak to fantasy and false optimism.

Butterflies and Flowers
Butterflies appear in a framed picture and in the vase on the vanity. They relate to fantasy and make-believe, while “butterflies” is also an idiom for excitement or fear in the stomach.
